Changes to Loudoun Scenic River Program Until 2003, most Scenic River segments had local Advisory Committees that acted as liaisons between local issues and governance and the Virginia Scenic River Advisory Board, who informed, both local and other state agencies of any plans or relevant matters affecting designated waterways. In 2003, all but two of the local Advisory Committees were rolled into the Virginia State Scenic River Board. Two local advisory committees continued to work at local levels, the Goose Creek and Falls of the James Scenic River Advisory Committees.In 2009 the Department of Conservation and Recreation submitted House Document No. 24. "Report on the Effectiveness of the Virginia Scenic River Board" concluding that the State Scenic River Advisory Board has been an effective way to involve the public in the administration and management of the Virginia Scenic Rivers Program. The board members have been active supporters of the program and have been effective in advancing the public’s knowledge and appreciation for the protection of Virginia’s rivers. Therefore, DCR recommends that the Scenic River Advisory Board be continued into the foreseeable future in its present configuration In 2011, local advocates worked to get the Catoctin Creek Scenic River Advisory Committee reestablished by the Virginia Department of Conservation and Recreation (DCR). The Loudoun County Board of Supervisors acknowledged this through Resolution recognizing reestablishment on April 4, 2011. In 2012 as part of the Governor's reorganization of the executive branch of state government, House Bill 1291 and Senate Bill 678, were introduced and passed to eliminate the Virginia Scenic River Board and transfer its duties to the Board of Conservation and Recreation. |
